Check at Settings > Screen Time > Content & Privacy Restrictions > Content Restrictions > App Clips. This should be set to "Allow".
You can also try turning Screen Time off at Settings > Screen Time, and scroll to the bottom to turn off screen time.

To eliminate the possibility of any restriction from Screen Time causing the problem, shut it off at Settings > Screen Time, and scroll to the bottom to Turn Off Screen Time. If that does not solve the problem, you can turn it back on.
If you work for a company that manages your iPhone with Mobile Device Management (MDM), it’s possible they have enabled app clips restriction.

I would then remove all restrictions by turning Screen Time off.
