cmp: canonicalize unsigned compare with UMAX or UMAX-1
Unsigned compares with UMAX (or UMAX-1) are equivalent to
equality tests. These are preferable since it's easier to reason
about them in other simplifications.
So canonicalize these compares to equality tests.
