[Transportation] How to specify point events?

Similar to the #278 discussion, I am trying to understand how point events (e.g., sign posts, pedestrian crossings, etc.) should be referenced against a transportation network. Is there any documents or blogs on this?

I agree with Kevin Kreiser (@kevinkreiser) it would be good to linear reference the point events against the Segments rather than having to create Connectors to each one. It would also allow the Scoping Rules to be applied to the point events.

This is a current gap in our schema and we don't have any documentation for how to manage this unfortunately.

My current thinking on this would be to add these as new feature type(s), then reference/snap them to segments where it makes sense. I also like your proposal in #365, although that might get a little messy with something like a switchback road.
