Great feature but the dependecy to enable "Premium request paid usage" for everyone is a bit too much. Could we somehow "Allow members without a Copilot license to use Copilot code review in github.com" but at the same time not enable "premium requests paid usage policy"? |

We noticed that in the agents tab in a repo, the review doesn't show any information on what the agent is doing. It only shows:
Prior to using this feature, when we used Copilot code review with a license, we were able to see what the agent was thinking and doing. |

Copilot Code Review for organizational users without a license 🎉
Organizations can now enable GitHub Copilot code review (CCR) for all members, even those without a Copilot license! This provides greater flexibility to run CCR on every pull request (PR), from any contributor, and ensures complete coverage of PR reviews. Your organization will be directly billed for the premium request usage from non-licensed users. Licensed users will continue to consume premium requests from their existing monthly allowance, and there are no changes to the rate of premium requests charged for GitHub Copilot code review.
This feature is available to all GitHub customers with a Copilot Business or Copilot Enterprise plan.

To enable it for your organization, admins must opt-in to the new Copilot code review policy.
