GitHub Guests are repo‑scoped and not suitable for internal business stakeholders.
Participating in GitHub Projects (planning, tracking) requires a paid seat.
This makes migrations from Azure DevOps Server → GitHub harder when large groups of light‑touch users are involved.

Impact

Hundreds of “read/comment/track‑only” users require paid seats.
GitHub Projects adoption becomes costly for non‑technical contributors.
Customers delay or limit consolidation because licensing models don’t align.

Request

Introduce a free Stakeholder‑level tier that allows:

Read access

Commenting on issues/PRs/discussions
Viewing/participating in GitHub Projects
No code write privileges and no access to admin/security features

Why It Helps

Unblocks enterprise ADO Server → GitHub migrations (thus increasing ACR)
Increases GitHub Projects adoption
Aligns GitHub with established Azure DevOps licensing expectations
Supports organizations with large business stakeholder communities
