Workflow Deployment

We have observed that suddenly we have workflows that are being hold back until it has been approved by maintainer of a specific PR
the message on the workflow run is "This workflow is awaiting approval from a maintainer in #xxxx" and a button to approval and run.
This behavior is something that have been introduced lately, and breaks our automation.
The behavior is like the same that prevents Copilot to just run workflows, but need approval first, but these workflows are trigged by GitHub event like PR labeled by a bot/github app or closed.
What has changed and how can we get our automation to work again?
