I had downgraded my GitHub account to the free version and restricted my Actions billing. However, I am still getting monthly charges billed. Please tell me why and how this can be stopped.

Since you tagged this as ARC: one extra thing to check is whether the charges are actually from GitHub billing or from infrastructure where ARC is running.

ARC/self-hosted runners themselves normally don’t create GitHub charges by default. GitHub billing is more commonly caused by Actions usage/storage, invoices created before the downgrade, or billing still enabled on another organization.

I’d check:

• Settings → Billing & Licensing → Usage / Invoices → what does the charge line item say exactly?
• Actions → Runners → are any self-hosted runners still registered?
• spending limit = $0 / paid usage disabled
• any other organization memberships with billing enabled

If ARC is deployed on your own Kubernetes cluster, it may also be worth checking your cloud provider bill separately. And if you no longer use ARC, removing the controller/runners there can help rule that out.

If the invoice line still shows GitHub charges after all that, GitHub Support is probably the best next step because they can see exactly what generated the invoice.
