Hello,
I am getting Error: Failed to CreateArtifact: Artifact storage quota has been hit. Unable to upload any new artifacts. Usage is recalculated every 6-12 hours.
**Plan:**Github Team

• Purged all old artifacts using the GitHub CLI (gh api repos/{owner}/{repo}/actions/artifacts/{id} -X DELETE) across all repositories in my organization
• Waited over 48 hours since the purge
• Re-ran failed workflows multiple times — same error persists.

Since you've already deleted the artifacts across your organization and waited more than 48 hours, this doesn't sound like the usual quota recalculation delay.

A few things I'd verify:

• Check Billing & Plans → Actions to see whether the reported artifact/storage usage has actually decreased.
• Confirm that there aren't any other repositories (including private ones) in the organization still generating large artifacts.
• If you're using multiple organizations or an enterprise account, verify that you're looking at the correct billing scope.
• Try uploading a very small artifact (for example, a simple text file) to rule out an artifact size issue versus an account-level quota issue.

If the billing page shows you're well below the storage limit but every workflow still fails with:

Error: Failed to CreateArtifact: Artifact storage quota has been hit.

then this is likely a backend/account state issue rather than a workflow or ARC problem. Note that ARC isn't involved in artifact quota management—it simply runs the job. Artifact storage and quota enforcement are handled by GitHub's Actions service.

At that point, I'd recommend opening a GitHub Support ticket and including:

• Your organization name
• GitHub Team plan details
• The approximate time when artifacts were deleted
• Confirmation that you've waited over 48 hours
• A workflow run URL demonstrating the persistent error

GitHub Support can inspect and refresh the quota state if it's stuck.
