Since you've already deleted the artifacts across your organization and waited more than 48 hours, this doesn't sound like the usual quota recalculation delay. A few things I'd verify:
If the billing page shows you're well below the storage limit but every workflow still fails with: then this is likely a backend/account state issue rather than a workflow or ARC problem. Note that ARC isn't involved in artifact quota management—it simply runs the job. Artifact storage and quota enforcement are handled by GitHub's Actions service. At that point, I'd recommend opening a GitHub Support ticket and including:

I am getting Error: Failed to CreateArtifact: Artifact storage quota has been hit. Unable to upload any new artifacts. Usage is recalculated every 6-12 hours.
