PR review thread briefly appears after refresh, then disappears after ~10 seconds

I'm seeing what appears to be a frontend rendering bug while reviewing Pull Requests.

Expected behavior

Review threads should remain visible until they are resolved or intentionally hidden.

Actual behavior

A review thread (typically from Codex / GitHub AI Review, although I've seen similar behavior with review threads) appears immediately after refreshing the PR page.

However, after approximately 5–10 seconds, once the page finishes loading, the thread disappears from the UI.

Refreshing the page makes it appear again for another few seconds before disappearing.

The thread is not deleted and can temporarily be recovered by refreshing.

Steps to reproduce

1. Open an active Pull Request.
2. Navigate to the Files changed tab.
3. Refresh the page.
4. Observe the review thread is visible.
5. Wait approximately 5–10 seconds.
6. The review thread disappears without any interaction.

Environment

• Browser: Chrome
• GitHub.com
• Pull Request review
• Happens consistently

Additional observations

• The behavior repeats every refresh.
• It feels like the initial HTML contains the thread, but after the React application finishes loading or synchronizing review state, the thread is removed from the UI.
• Hard refresh does not permanently fix it.
• Incognito mode did not resolve the issue. (Remove this line if it does.)

Has anyone else experienced this? Is this a known issue with the new Pull Request review UI?
