Enabling new models in our GitHub Enterprise, but Copilot clients report models are disabled

Hi everyone,

We're running a GitHub Enterprise instance and recently enabled the latest Luna 5.6 and Terra 5.6 models for our organization/enterprise.

The strange part is that:
The models are enabled at the Enterprise level.

On my personal GitHub account page, both models are shown as enabled and available for my account.

GitHub Copilot Chat on Visual Studio, VS Code, and the Copilot CLI all report that these models are disabled and instruct me to contact my administrator.

We've already verified that:

• Enterprise policies allow the models.
• My user account has access to the models.
• The GitHub UI correctly reflects that access.

My questions are:

• Is there a way to force a refresh of the available model list in VS Code, Visual Studio, or the Copilot CLI?
• Is there a known caching delay between enabling models in GitHub Enterprise and them becoming available in Copilot clients?
• Are there any local caches, configuration files, or authentication tokens that should be cleared to force the clients to re-synchronize model entitlements?
• Has anyone seen a situation where the GitHub web UI shows a model as enabled, but Copilot clients still report the model as disabled?

• GitHub Enterprise with Github Copilot Business subscriptions
• GitHub Copilot enabled

• GitHub Copilot CLI
• Models enabled: Luna 5.6 and Terra 5.6
