Basic Education Division Brief
The Basic Education Division of the Ghana Education Service is responsible for coordinating, supervising, monitoring and evaluating basic education delivery in the country. Basic education comprises: kindergarten, primary and junior high.
Vision: The vision of the Division is to ensure that all Ghanaian children between the ages of 4 and 14 are in school and are provided the opportunity to learn and complete 11 years of quality basic education.
Functions:
- To oversee the implementation of policy guidelines for the provision of basic education in the country
- To register and approve the absorption of all new schools (junior high)
- To register and approve the recognition of all NGOs operating in the schools
- To monitor the conduct of the BECE (registration, submission of continuous assessment scores, invigilation, payment of invigilators, release of results, analysis of results, etc)
- To approve of major events and competitions in schools
- To propose school terms for the basic school calendar
- To keep accurate and update records of basic school data
- To monitor the supplies (textbooks, stationery, etc) to schools
- To monitor education delivery in basic schools (attendance, teaching and learning, etc)
- To monitor the use of capitation grant and other grants in basic schools
- To monitor the deployment of teachers in basic schools
- To monitor the safety of children, teachers and property in schools
- To sensitize stakeholders on the provision of quality basic education
- To initiate any proposed change where necessary to existing policies with respect to the provision of basic education in the country
- To liaise with development partners and other agencies in the promotion of quality education in the country
- To support the strengthening the capacity of schools and districts in planning for the effective delivery of basic education in the country.
UNITS: In addition to the main functions, the Division currently has other units responsible for specific activities and interventions. These are:
- Girls Education Unit: responsible for promoting and sustaining girls education in the country
- Early Childhood Development Unit: responsible for promoting and sustaining kindergarten (early childhood) education in the country
- Private School Unit: responsible for coordinating and supervising private participation in pre-tertiary education
- Advisory Unit - Decentralized Education Management (AUDEM): responsible for supporting districts and schools in the efficient planning, budgeting, monitoring, evaluation and reporting of key activities to improve basic education delivery in the country.

The Basic Education Division, apart from the other Divisions and Units, Regional and District Education Directorates of the GES and MOE, also function in collaboration with many other agencies within other Ministries, Institutions and also with some Development Partners to implement projects/programmes to improve education delivery in basic schools.
