Python 3 compatibility. As rope and pyflakes have specific versions for Python 3, we must add a target version for the Windows installers if we want to continue including rope and pyflakes in our Windows binary installers. This will force us to publish at least 4 installers for 1 release: Python 2.7 and 3.3, 32 and 64bit. In time, when building Spyder 2.3 installers, this option will have to be overriden using the --target-version=X.Y command line option when building installers for Python vers

Windows installers: adding pyflakes and rope to spyderlib\utils\external instead of Python packages root directory (Lib\site-packages). This is much cleaner and avoids removing accidently previously installed versions of pyflakes and rope when uninstalling Spyder.
