Dave Harvilicz serves as the Assistant Secretary for Cyber, Infrastructure, Risk & Resilience Policy at the U.S. Department of Homeland Security (DHS), where he leads national policy to protect and strengthen the 16 critical infrastructure sectors vital to the nation’s security, economy, public health, and safety, as designated by Presidential Policy Directive 21 (PPD-21), including energy, communications, transportation, healthcare, financial services, and others.

Through policy-driven coordination with domestic and international partners, his portfolio includes advancing cross-border cyber defense collaboration, enhancing infrastructure resilience, promoting global standards in risk management, and shaping policies to strategically position American dominance in artificial intelligence (AI) through innovative technological and regulatory frameworks.

With more than 30 years of experience across law, technology, and national security, Mr. Harvilicz has worked extensively in both the public and private sectors, including with global law firms, federal agencies, and high-growth technology companies operating across the Americas, Europe, the Middle East, and Asia.

Prior to joining DHS, Mr. Harvilicz served as a Senior Advisor at the U.S. Department of Energy’s Office of Cybersecurity, Energy Security, and Emergency Response (CESER), where he contributed to cyber defense initiatives and international energy sector coordination. He previously held senior leadership roles at BlueVoyant, Inc., a global cybersecurity firm, where he oversaw major international engagements with foreign governments and national security institutions. His work included support for the U.S. Department of State and cooperative initiatives with allied governments on global cyber resilience.

Mr. Harvilicz is a co-founder of Finite State, Inc., a U.S.-based IoT cybersecurity company known for its pioneering analysis of firmware vulnerabilities, including a widely cited report on Huawei equipment that informed global vendor trust policies. He also co-founded Tranquility AI, Inc., a platform used by prosecutors and law enforcement agencies to enhance investigative capabilities using AI, including in international contexts.

His background includes advisory roles on international technology law and risk management, beginning with legal practice at Fried, Frank, Harris, Shriver & Jacobson LLP and Wilson Sonsini Goodrich & Rosati LLP. He later worked with CEB (now Gartner), advising global Fortune 500 executives on operational and infrastructure risks.

Fluent in Russian, German, and Brazilian Portuguese, Mr. Harvilicz has traveled to over 75 countries and engaged with foreign governments, international organizations, and multinational corporations on critical infrastructure protection, cyber policy, and transnational threat mitigation. He earned his J.D. from New York University School of Law and graduated with honors in Public Policy and International Relations from The College of William & Mary in Virginia. He is admitted to practice law in New York, Washington, D.C., and California, and before the U.S. Supreme Court.

Mr. Harvilicz was born and raised near Baltimore, Maryland.
