Plant Industry Permits

This page provides an overview of topics and a brief description of the permits available from the Florida Department of Agriculture and Consumer Services’ (FDACS) Division of Plant Industry.

Aquatic Plant Permit

Harvesting prohibited and non-prohibited aquatic plants for both nursery and non-nursery cultivation requires a permit. Uses include research, education, restoration, export for consumption, and more.

Citrus Plants and Plant Parts

A permit is required for research and other uses that involve importation or movement of members and hybrids of the family Rutaceae.

Hemp Cultivation Licensing

Hemp intended for commercial products, nursery stock, or research may only be grown under a commercial Cultivation License or an Industrial Hemp Pilot Project Permit.

Native Plant Harvesting Permit

A permit is required for the collection of any native endangered or commercially exploited plants and plant parts used for propagation, rescue, sale or research.

Non-Native Species Planting Permits

A permit is required to grow non-native plant species (excluding noxious weeds) in fields greater than two contiguous acres.

Noxious Weed Permit

A permit is required for all activities involving collection, importation and in-state movement of state- or federally regulated noxious weeds.

Permits for Arthropods, Invertebrates and Plant Pests

A permit is required to import, move, possess and use arthropods and other invertebrates for commercial sale, the pet trade, research, educational displays and other purposes.

Saw Palmetto Berry Harvesting

A permit is required for the collection, movement and sale of this commercially exploited native plant.
