Order is not bureaucracy. It is the foundation of an effective compliance program. In the latest installment of our Enlightenment Thinkers series, we turn to Thomas Hobbes and a lesson every compliance professional knows in practice: good intentions, strong values, and even a healthy culture are not enough without structure. Clear rules, defined authority, escalation channels, and credible enforcement are what keep pressure, ambiguity, and self-interest from filling the vacuum. This piece explores why Hobbes still matters today, how the DOJ’s ECCP reflects this reality, and why policies matter only when operationalized through workflows, controls, and accountability. If you want to understand why compliance programs do not drift into integrity but must be built on institutional order, this is a must-read.
