About us
Our vision at HCD is to make Memphis a world-class city by facilitating and delivering resources and services that improve the quality of life for every neighbor and neighborhood. The mission of HCD is to make our City and our neighborhoods strong, healthy, and thriving by providing loans and grants, education and expert advice, and direct and indirect services to our entire community The City of Memphis Division of Housing and Community Development (HCD) was established in 1977 to address slum, blight, and deterioration in Memphis communities. HCD began its work in 1975 as a result of federal legislation (enacted in 1974) in the form of a Block Grant for cities nationwide. Over the past decade, the City of Memphis has been aggressively making strides in community and economic development by providing safe, affordable, and decent housing and creating economic opportunities throughout the communities. HCD awards funding annually through a competitive application process that allows eligible non profit, for profit, faith based, and other organizations to complete various programs and projects. Through partnerships with Memphis Housing Authority, HCD has assisted in the redevelopment of public housing into mixed use housing communities. HCD’s Special Needs Department has been very instrumental in assisting non-profits in providing housing opportunities and serving Memphis’ special needs population. In addition, the Renaissance Business Center offers technical assistance, training, and borrowing opportunities for small businesses and entrepreneurs.

This is the kind of collective effort Memphis needs: all hands on deck to deliver housing, expand opportunity, and strengthen our city.
10,000 Homes. In recent days, the @Memphis Area CRA Association led a conversation to support Mayor Paul Young's initiative to build 10,000 homes by 2030. Curiosity and energy created synergy amongst bank leaders, community partners, philanthropists and our municipal leaders to work towards a common goal. The Memphis Loan Pool convenes key actors from the public sector, capital and implementation partners. A 'Call to Action' was made to coordinate financial resources that help builders and developers obtain funding in order to fill the 38,000-housing shortage in Memphis. Charia Jackson from the Community Redevelopment Agency and Rasheedah Jones, B.S., M.ED, M.S. of Alliance for Housing Progress brought industry knowledge and resources making land and workforce/economic development available to emerging developers. Gratitude to Sonia Washington, MBA and Rebecca Arendt, Iris Collective for elevating the meeting with the beautiful grazing table and violinists. Thank you! Memphis needs housing options that working families can actually afford—and YES! that’s exactly what our Middle Income Pilot Program is designed to support. We are currently accepting applications! One of the first projects coming out of this effort is Belle-Mont, a 23-unit courtyard townhome development now nearing completion.
