California’s New PBM Law (SB 41) Takes Effect, Reshaping PBM Accountability A comprehensive pharmacy benefit manager (PBM) reform law in California, Senate Bill 41 (SB 41), took effect on January 1, 2026, imposing fiduciary duties on PBMs, requiring spread‑pricing prohibitions, rebate pass‑through to payers, and enhanced transparency and conflict disclosures.
