I could not be more proud of the incredible team that brought this system to life. They moved mountains, bringing together people with different expertise, working shoulder to shoulder, and showing what’s possible when everyone is focused on the same mission. No silos - just one team, solving problems together. And while this kind of work is never easy - it’s complex, demanding, and requires a thousand and one things to go right - this team pushed through every challenge with determination and clarity of purpose. As we bid a fond farewell to the mainframe system that has served us so well these last 28 years... what’s most exciting is that this launch isn’t the finish line. It’s the starting point of a brand new journey of continuous improvement, enabling us to deliver better, faster, higher quality services for the children and families of Texas. Scott Rawls liked thisScott Rawls liked thisThis is not a post about AI 😉 Last night, after 17 years, I tested for my 5th degree Black Belt in front of my Grandmaster and my teachers. Seventeen years is long enough to learn that a belt isn't a finish line. Every rank I've earned has mostly taught me how much I still don't know. Things I thought I'd figured out years ago come back around, and I have to relearn them slower and more carefully. The higher you go, the more you're expected to be a student. That's the part I try to carry into work. It's easy in this industry to move fast, to speak with certainty, to mistake momentum for mastery. The mat doesn't let you do that. You either can do the thing or you can't, and either way someone is there to show you what you missed. So this is less a milestone post than a note to myself. Stay grounded. Stay teachable. Keep showing up. Grateful to my teachers, my training partners, and the community that made these 17 years possible. And most of all to my family, who made it possible for me to keep going. ❤️

Moments like these don't come along very often in our careers or our lives, and they deserve to be celebrated, not because of the recognition, but because of the people, partnerships, and years of dedication they represent. The 2026 TASSCC Annual Conference was one of those moments. This year's theme, "Big Tex, Bigger Tech: The Future of Texas IT," couldn't have been more fitting. One of my favorite parts of TASSCC is learning from others. Bringing together technology leaders, business professionals, vendor partners, and public sector experts from across Texas creates an environment where ideas are shared, lessons learned, and conversations inspire. I left with new perspectives and an even greater appreciation for the incredible work happening across Texas government. I couldn't be prouder of our team for receiving the TASSCC Project Excellence Award for Strategic Modernization & Optimization for ChAMP. This recognition reflects years of dedication to modernizing the technology that supports Texas families and the resilience, collaboration, and commitment of everyone who made this journey possible. I was equally proud to see our CIO, Tina McLeod, receive the TASSCC Trailblazer Award. One of my favorite photos captures Tina in what we jokingly call her "superhero pose." It reflects the passion, enthusiasm, and personality those of us who work alongside her experience every day. Another highlight was attending the ChAMP breakout session led by Tina McLeod, Ruth Anne Thornton, and Aman Thukral. Seeing attendees lined up outside the room and conversations continue long after the session ended reinforced the value of sharing experiences across Texas government. On a personal note, it was especially rewarding to see Annette Quintero and the TxDMV team recognized with a Project Excellence Award for their Metal Plate Implementation project. I've had the privilege of watching Annette's leadership since joining TxDMV, and I couldn't be more proud of her. Congratulations to the entire TxDMV team on a well-deserved recognition. Having our family there made these moments even more meaningful. They don't often get to see the incredible people I work alongside or experience the collaborative spirit that makes TASSCC so special. The week also began with the annual Community Service Golf Tournament, a great opportunity to reconnect with colleagues, meet new friends, and support a meaningful cause. Finally, thank you to everyone who has been part of the ChAMP journey. This recognition belongs to those still with us, those who have moved on, those who helped lay the foundation years ago, and those we've sadly lost. Every one of you helped shape this journey. As this year's theme reminds us, Big Tex, Bigger Tech isn't just about technology. It's about the people behind it. I'm grateful to be part of this incredible Texas technology community and excited for what comes next.

Scott Rawls liked thisScott Rawls liked thisHuge congratulations to the entire Texas Office of the Attorney General team on winning TASSSC's 2026 Project Excellence Award for Strategic Modernization & Optimization. Six years ago, a lot of this team had every reason to be skeptical of attempting to incrementally modernize a 30-year-old system. They showed up anyway, took the risk anyway, and did the actual hard work of transforming the nation's largest Child Support program. I was honored to share the stage with Ruth Anne Thornton, IV-D Director, and Tina McLeod, CIO, and walk the room through the story of ChAMP (Children Are My Priority), one of the most transformative modernizations in recent Texas State Government history. The title of our presentation, "When the only thing you need to change is EVERYTHING," was emblematic of the partnership, trust, and one-team mentality that made it possible. In the end, we modernized that same 30-year-old mainframe system, the one 1.7 million Texas children depend on, without a single one of them ever feeling the change. We opened that session by asking the room one question: what's the first word that comes to mind when you hear "change" - the real kind, where you're changing the engine of a car while it's still running? That's exactly it. The hardest part is already behind this team: earning trust, release by release, until a 30-year-old mainframe could finally be retired without anyone feeling the ground shift. And now comes the part I'm most excited about: using technology and AI to help the program achieve even greater heights. The opportunity ahead is real: give caseworkers back time, help families move toward self-sufficiency faster, and catch problems before they become crises. The investment is made. Every one of them is waiting on something: an approval nobody owns, a platform nobody wants to touch, a review board that meets Thursdays. Then someone in a leadership meeting asks why engineering can't move faster. Engineering is moving fine. The runway is the problem. Enterprise Architecture is the tower. You can see every plane. You know what's fueled and what isn't. You decide what goes first. Most towers don't sequence. They say hold. Hold for the standards review. Hold for the exception process. Hold for the planning cycle that starts in six weeks. A tower that only says hold isn't governing. It's parking. If your architecture team can't name the three things it moved to the front of the line this quarter, it isn't running the tower, it's running a waiting room.

A large E commerce and results reporting portal for the Nutritional Chemistry and Food Safety business unit. This projected utilized modern MVC architecture using Ext.JS, SOA and .NET to quickly deliver a large and powerful solution targeted at chemist and food scientist in some of the largest companies in the world. In addition to the primary site a specialized HTML5 mobile site was created to help judge what native platforms would be prioritized in future releases.

When teams say they have an execution problem, they usually don’t. What they actually have is a decision problem that was never resolved — unclear ownership, unresolved trade-offs, or architecture choices that were postponed because they felt uncomfortable at the time. Strong teams can execute almost anything once direction is clear. What slows them down is ambiguity masquerading as flexibility. This is why adding more engineers rarely fixes the issue, but making a few hard decisions early often does. Execution scales when decisions stop drifting.
