JOB ANNOUNCEMENT - EXECUTIVE DIRECTOR

 

Job Title: Executive Director

Organization: Fort George Community Services, Inc.

Salary: $135,000-$165,000

Status: Full-time, 12-month, exempt

Location: New York City, serving families in Washington Heights and Morrisania in the Bronx

 

Fort George Community Services, Inc. is a community-based nonprofit dedicated to helping young children and families thrive. Founded in 1981, the organization provides high-quality, comprehensive services that support school readiness, child development, health, nutrition, and family well-being. Fort George serves families in Washington Heights and Morrisania in the Bronx through a range of early childhood and community-based programs, including Head Start, Early Head Start, Early Head Start Child Care Partnership, Family Child Care Network, NYC Public Schools 3-K and Pre-K, and community health initiatives.

Position Summary

The Executive Director is responsible for the overall leadership, fiscal stewardship, program oversight, and community presence of Fort George Community Services. The Executive Director ensures that the organization operates effectively, remains compliant with all applicable laws and funding requirements, and delivers high-quality services to children and families. This role oversees agency strategy and operations at both the strategic and day-to-day levels and works closely with the Board of Directors, Policy Council, leadership team, staff, funders, and community partners.


The Executive Director is the senior leader of the organization and directly supervises members of the executive and management teams. The Executive Director reports to the Board of Directors.


Agency programs include Head Start, Early Head Start, Early Head Start Child Care Partnership, Family Child Care Network, NYC Public Schools (3K and UPK), and NYP Hospital Community Health Workers. The Executive Director directly supervises the members of the executive and management teams. This is a 12-month salaried position. The Executive Director is at the highest level of the Executive Management Team.


Key Responsibilities


Organizational Leadership and Strategy

  • Plans, formulates, coordinates, and implements all agency programs and operations in alignment with the mission of Fort George Community Services.
  • Develops organizational and administrative plans and delegates responsibilities to staff to carry out those plans.
  • Convenes and presides over meetings of management, supervisory staff, and relevant committees to support planning, coordination, review, and agency oversight.


Finance, Compliance, and Administration

  • Directs the development of program financial plans and budgets including operating costs, capital, and extraordinary expenditures, and submits consolidated budgets to the Board of Directors, Policy Council and funding sources as required.
  • Implements internal and external reporting systems, policies and procedures to ensure fiscal and programmatic accountability and compliance with contractual agreements, laws, regulations, and funding requirements.
  • Implements a fiscal accounting management system including monitoring budget expenditures and revisions, property procurement and inventory control; participates in audit entrance and exit interviews; works to resolve audit exceptions and implement management recommendations.
  • Interprets governmental statutes, regulations, transmittal notices, and memoranda pertaining to funded programs and stays current on changes affecting funding sources and early childhood programs.


Staff Supervision and Development

  • Reviews and makes recommendations on personnel actions including employment, retention, promotion, and termination, and provides supervision, training, and evaluation of program staff.
  • Develops personnel policies and agency plans for submission to and approval by the Board and Policy Council.
  • Establishes career development opportunities and oversees in-service, pre-service, and technical assistance plans for staff and parents.


Program Operations and Quality

·      Develops, implements, and maintains an ongoing evaluation system to ensure quality control, fiscal accountability, and cost-effectiveness.

·      Uses evaluation data to maintain, correct, and improve delivery of program services.

·      Works closely with Federal Regional staff and leads self-assessment and federal review processes.

  • Studies policies, methods and procedures and modifies or makes recommendations for modification as necessary for the proper functioning of the program.

Board, Policy Council, and Community Relations

  • Serves as liaison among the organization, Board, Policy Council, and community partners, and provides regular written reports as required.
  • Fosters shared decision-making with the Policy Council.
  • Participates in the development of plans for the use of community resources and maintains relationships with public and private agencies that support enrolled families.

·      Serves as an advocate for Fort George and strengthens the agency's visibility and public relationships through service on boards, committees, community activities, attendance at community events, and regular outreach to community organizations, government officials, policymakers, and other leaders.

  • Develops and works closely with public and private agencies that can provide supporting services to enrolled families, including Special Education, UPK, and related services.


Job Requirements / Qualifications

  • Master's Degree in Education, Administration, Human Services Management, Early Childhood Education, Social Work, Psychology, or a related field.

·      NYS Permanent Teaching Certification (B-2 or N-6)

  • Three to five years of management experience relevant to Early Childhood Program Management or Family Services.

·      Experience supervising staff and overseeing fiscal and administrative operations

  • Computer proficient and able to use current program systems

·      Excellent interpersonal skills

·      Excellent oral and written communication

  • Able to work with a variety of staff
  • Knowledge of school readiness goals.
  • Knowledge of Pyramid Model and QUALITYstarsNY for early childhood programs
