Program Summary

Project HOPE is providing humanitarian assistance to the conflict-affected population in Gaza. The current response portfolio focuses on Health, Mental Health and Psychosocial Support, Protection, and WASH programming through Project HOPE programs and local partnerships. POSITION SUMMARY:

Reporting to the Security & IT Manager, the primary responsibility of the Security Coordinator is to provide security support to the Project HOPE Gaza Country office management in the following areas: security risk management, security awareness, contingency planning, provide on call emergency security support to staff, and security officer and guard management. The Security Coordinator supports the Emergency Response Team on all issues of safety and security as they relate to staff and programs in the country. The Security Coordinator implements daily security management and manages National Security staff or contractors as well as trains and mentors for Security Officers.  The Security Coordinator will regularly monitor the security situation in Gaza, advise the security Manager and other key staff on emerging threats, and support strategic decision-making related to staff safety and program continuity. This position is being advertised contingent upon award; while the recruitment process will proceed as part of organizational preparedness, no formal offer will be extended until funding is confirmedJOB RESPONSIBILITIES:

  • The Security Coordinator supports the effective implementation of the organization’s security management framework at the country level. The role works in close consultation with and under the strategic guidance of the Security Manager to ensure smooth coordination, operational oversight, and continuous improvement of safety and security systems across all operational sites.
  • Conduct regular security risk assessments of offices, facilities, and operational areas to identify potential threats and vulnerabilities, and develop mitigation measures in coordination with the Security Manager.

Support the development, implementation, and periodic review of Security Management Plans, security strategies, and operational procedures aligned with the organization’s global security framework.

  • Monitor the security environment and provide contextual analysis to support informed operational decision-making.
  • Ensure the implementation of approved security policies, procedures, and mitigation measures across operational sites in close coordination with program, logistics, and management teams.
  • Oversee travel security procedures, movement tracking, and security clearance processes for staff operating in various locations.
  • Support the safeguarding of organizational assets including offices, guesthouses, warehouses, equipment, and vehicles through appropriate security controls and monitoring systems.
  • Support the coordination of responses to security incidents and emergencies in consultation with the Security Manager., ensuring timely reporting, documentation, and follow-up actions.
  • Conduct incident reviews and support the implementation of lessons learned to strengthen risk mitigation and response procedures.
  • Maintain effective security communication systems including incident reporting platforms, advisories, and regular situational updates.
  • Support the development and maintenance of Emergency Action Plans, contingency plans, evacuation procedures, and operational continuity measures.
  • Coordinate and periodically test communication systems such as staff telephone trees, warden systems, and emergency notification procedures.
  • Serve as an operational member of the Country Incident Management Team when activated during emergencies or crises.
  • Provide security briefings, orientation sessions, and technical training to staff on security awareness, personal safety, incident reporting, and risk mitigation.
  • Promote a culture of security awareness and compliance with organizational safety protocols.
  • Maintain professional liaison with humanitarian organizations, UN agencies, and relevant security actors to support information sharing and operational coordination.
  • Participate in inter-agency security coordination forums and contribute to collective security information platforms when appropriate.
  • Support the management and supervision of security guards and contracted security services, ensuring performance standards and contractual obligations are met.
  • Assist in monitoring security staffing requirements and operational coverage for facilities and program sites.
  • Support and develop crowd management procedures at operational sites, including the implementation and improvement of related SOPs.
  • Support security analysis and contextual assessments and provide recommendations to the Security Manager to help inform and support program operations.
  • Prepare regular security updates, weekly reports, and situational analyses for senior management and headquarters.
  • Ensure security operations comply with organizational policies, humanitarian principles, and relevant local regulations.
  • Contribute to maintaining the organization’s professional reputation through adherence to the Code of Conduct, ethical standards, and respectful engagement with internal and external stakeholders.
  • Perform other related duties as assigned to support the safety and continuity of operations.

Minimum Qualifications

  • 3-7 yrs of experience in the field security experience in complex and unstable environments
  • Diploma or Bachelor’s degree in security management, international relations, risk management, or a related field. Equivalent -professional security training may be considered.
  • Previous experience working in NGOs
  • Emergency response experience
  • Strong interpersonal and communications skills; ability to relate to and motivate national staff effectively
  • Creativity and the ability to work with limited resources.
  • Extremely flexible with the ability to cope with stressful situations and frustrations
  • Excellent decision-making skills.
  • Must work independently under difficult conditions.
  • Advanced First Aid training
  • Ability to exercise sound judgment and make decisions independently
  • Fluency in Arabic and English both written and oral.

This position is based in Gaza. Given the current conflict conditions, candidate must be able to work in a rapidly changing environment.

Position will be in resource-deprived environment with austere living conditions.
