General purpose technologies – from fire to electricity to the internet – have all delivered extraordinary benefits for society. But not by default. We had to intentionally build institutions, infrastructure, and standards that made them safe and useful. We believe AI will require the same. Today the OpenAI Foundation is sharing our vision for AI Resilience: the ecosystem approach needed to mitigate the risks of AI, so that society can realize its benefits. We’re beginning this work in: 1. Bio-resilience, to help prevent future engineered threats; 2. Cyber-resilience, to strengthen the security of critical systems; 3. AI model safety, to advance independent evaluation; and 4. AI’s impact on young people, to help make technology a positive force for future generations. This work is already underway: we are finalizing our initial $130 million in grants and look forward to sharing these soon. AI Resilience is not a one-time project. I share this vision. But I think resilience starts closer to home than many people realize. Before we can build safe AI ecosystems, standards, and institutions, we also need discipline in how we use AI day to day. Not every problem requires more automation. Not every decision should be delegated. Not every capability should be used simply because it exists. The future of AI will not be shaped only by what the technology can do. It will also be shaped by the judgment, restraint, and responsibility of the people using it. In that sense, AI resilience is not just a technical challenge. It’s a human one.
This is the right systems-level conversation. But AI resilience cannot stop at safer models, cyber defenses, biosecurity, or technical guardrails. The next frontier is human cognitive resilience. We are asking people to operate inside AI-accelerated systems with brains that were never designed for this volume, velocity, or complexity. If AI is becoming infrastructure, cognitive resilience has to become infrastructure too.
