Uploading US military emblem files from the National Archives

I see that from time to time, your bot has downloaded files with the emblems of United States military units. You have tagged them for public use as the creation of a Department of Defense employee. That's not correct, as those files are covered by a specific section of the United States Code, implemented in the Code of Federal Regulations. the proper permission is:

This image shows a flag, a coat of arms, a seal or some other official insignia produced by the United States Army Institute of Heraldry. It is in the public domain but its use is restricted by Title 18, United States Code, Section 704 [1] and the Code of Federal Regulations (32 CFR, Part 507) [2], [3]. Permission to use these images in the USA for most commercial purposes must be obtained from The Institute of Heraldry prior to their use.

The copyright status is the same (PD-USGov). It's just there are some specific insignia/trademark type restrictions specific to usages of those emblems. We do try to note those restrictions with that convenience tag, but strictly speaking the copyright is tagged correctly. If those can be identified by the bot to automate that tag, it would certainly be helpful as it means others don't have to update with that tag, but it's not "incorrect" to just have PD-USGov either.
