Mr. Elmar Mammadov currently serves as the Head of Economic Cooperation Department at the Ministry of Foreign Affairs of Azerbaijan. Throughout his diplomatic career, he has held a variety of significant roles, including Senior Advisor with the rank of Counsellor of the civil service Secretariat of the First Vice-President of the Republic of Azerbaijan and Counsellor at the Embassy of the Republic of Azerbaijan in France.
He has also served as Head of Division Division of the UN and Global Economic Organizations Department of Economic Cooperation and Development Ministry of Foreign Affairs of the Republic of Azerbaijan.
Mr. Elmar Mammadov holds a Master’s Degree in International Affairs from Graduate Institute of International and Development Studies(IHEID), Switzerland and Master’s Degree in Legal Regulation of Economy from Academy of Public Administration under the President of the Republic of Azerbaijan and Bachelor Degree in Public and Municipal Administration from Institute of Social Administration and Political Science, Baku, Azerbaijan.

Ms. Shanchita Haque, ndc, Director General (International and Regional Organizations) of the Ministry of Foreign Affairs, joined Bangladesh Foreign Service in 2003.
At the Headquarters, Haque worked in different Wings including United Nations, SAARC, South Asia, Multilateral Economic Affairs, Europe and Foreign Minister’s Office in different capacities. In abroad, she served in the Permanent Missions of Bangladesh in Geneva, Switzerland, and in New York, United States and Bangladesh High Commission in New Delhi, India.
A career diplomat, Haque has a vast experience of working in different fields of diplomacy. Both at Headquarters and in Bangladesh Missions abroad, she acquired experience in dealing with critical bilateral and regional issues such as water-sharing, border issues, security, trade, regional cooperation for trade and investment, technology and innovation. She has also worked extensively in multilateral settings particularly on development issues such as SDGs, climate change, financing for development, LDC graduation, and migration.
Haque represented her country in numerous global negotiations including SDGs, Paris Agreement, Addis Ababa Action Agenda, Sendai Framework for Disaster Risk Reduction. She had the opportunity of leading Bangladesh delegation on human rights, humanitarian affairs, Rohingya crisis, public health, trade, and labour rights at the UN Human Rights Council, ILO, WHO, IOM, WTO, UNHCR etc.
Haque obtained a Master’s degree with Merit in International Affairs from the Australian National University, Canberra, Australia, a Master’s degree in Security and Development from the Bangladesh University of Professionals, and a Master’s degree in English Literature from the University of Dhaka, Bangladesh.

Mr. Tri Tharyat graduated from Padjadjaran University School of Law in Bandung, Indonesia, majored in International Law. He continued his studies in Economic Institute, University of Colorado at Boulder, Colorado, USA and University of Pennsylvania School of Law, Philadelphia, USA majored in International and Comparative Law.

He has served in different capacities in the Ministry of Foreign Affairs of Iran. Among the key positions, He was served as Deputy Director General, Department for International Environment and Sustainable Development Affairs and Counselor, Department for International Economic and Specialized Affairs at the Ministry of Foreign Affairs of the Islamic Republic of Iran.
He was also served as Ambassador of the Islamic Republic of Iran to the Philippines, Counselor, Permanent Mission of the Islamic Republic of Iran to the United Nations Office in Geneva and First Secretary/Counselor, Permanent Mission of the Islamic Republic of Iran to the United Nations HQ in New York.

Mr. Dunoma Umar Ahmed, PhD is currently the Permanent Secretary of the Ministry of Foreign Affairs of Nigeria.
He was previously Director Admin/ HOD, Bureau of Public Procurement, a position he held until November 2023.He has also served as Director (Admin) SGL, Head of Department, Department of Reform Coordination, Service Improvement and Innovation (September, 2022 – September, 2023); Deputy Director (Admin) SGL in Charge of Planning (Works Sector) in the Federal Ministry of Works & Housing (2020 – September, 2022); Assistant Director (Admin) SGL in the General Services Office, Office of the Secretary to the Government of the Federation in charge of some key Agencies like National Hajj Commission of Nigeria (NAHCON), PTDF, Nigerian Local Content Board.
Mr. Dunoma Umar Ahmed had also served at Chief Admin. Officer SGL 10. Handled Special Duties in the Office of the Honourable Chairman, Federal Civil Service Commission with concurrent schedule on Promotion matters as a Schedule Officer in charge of Presidency and its Agencies like the National Emergency Management Agency, National Refugees Commission, Office of the Secretary to the Government of the Federation, National Sports Commission, National Economic Intelligence Committee, the State House, NEPAD, etc., Federal Inland Revenue Service prior to its autonomy, Federal Ministry of Youths Development and National Planning Commission and Office of the Auditor-General For the Federation.
Mr. Dunoma Umar Ahmed is a graduate of Political Science from University of Maiduguri, and obtained his Master of Science in International Relations from University of Maiduguri and PhD in International Relations from University of Abuja, Nigeria .

Ambassador Abrar H. Hashmi

Ambassador Abrar H. Hashmi recently joined as Additional Secretary (SIFC & ED) on 13 August 2026. He is a career diplomat who joined the Federal Service in 1988 and the Foreign Service of Pakistan in 1999. He has been to various countries and exposed to multiple cultures and hold vast experience in diplomacy. Earlier, he was Ambassador of Pakistan to Nepal and Consul General in Houston (USA).
He holds a Master’s in International Policy; a Master’s in Diplomacy from the Australian National University, Canberra; and a Bachelor’s in Science from Peshawar University. He was fellow in ”Freshwater diplomacy” at NPSIA, Carleton University, Ottowa (Canada). He is a graduate of National Defense University, Islamabad. He also completed executive courses at NDU, Washington, DC, and at the NATO Defense College, Rome.

Ambassador Aylin Sekizkök

Ambassador Aylin Sekizkök was born on December 22, 1970 in Amasya. She is married with two children.
Ambassador Sekizkök graduated from the International Relations department of the Middle East Technical University in 1991 and joined the Ministry of Foreign Affairs of the Republic of Türkiye in the same year.
Ambassador Sekizkök served in various positions abroad as a member of the Turkish Foreign Service, namely, at the Turkish Embassies in Kiev, Stockholm, Berlin and Amman. Between 2011-2015, she was the Consul General of the Republic of Türkiye in Milan, Italy.
At the headquarters of the Ministry, she served at the Bilateral Economic Relations Department (1992-93), Maritime Department (1997-99) and Policy Planning Department (2003-2005) and Security and Intelligence Department (2009-2011). She was Deputy Director General for Security and Intelligence at the Foreign Ministry between 2017-2019.
Ambassador Sekizkök was the Ambassador of the Republic of Türkiye in Sofia between 15 January 2020-15 April 2024.
Upon her return from Sofia, Ambassador Sekizkök was appointed on 6 December, 2024 as the acting Director General for International Economic Affairs at the Foreign Ministry.
