When trying to add a new account or log in using an Ethiopian Safaricom number (Prefix: +251 7...), Telegram X does not send the in-app verification code to my other active Telegram session. However, when I use an Ethio Telecom number (+251 9...), the in-app code arrives immediately without any issue.

Steps to reproduce:

1. Open Telegram X and tap "Add Account".
2. Enter an Ethiopian Safaricom number (+251 7XX XXX XXX).
3. Tap "Next".
4. Check the main Telegram app for the in-app login code.
5. The code never arrives. (But works perfectly for +251 9XX numbers).

Expected Behavior:
The authentication request should be properly routed, and the login code should be sent to the existing Telegram session, regardless of whether the prefix is 09 or 07.
