Modernize concurrent collections and UI bindings

MT Collection object have threading issues, counter based update cycles, are not properly observable, and other issues which cause the entity ui to not properly update and could also be the cause of other random issues that nobody has answers for except to blame keen.

This add new modern .Net standard collections or wrapped collections using standard ObservableCollections, ConcurrentCollections, and ConcurrentDictionaries as the base and a new thread safe and UI safe observable DispatcherObservableEvent.

Original MT collections are left for legancy support, some plugins do use them.
Torch itself has moved to the new collections.
