Description

If you open any modal window, then click on something within browser, you are not able to navigate back to the modal window using Tab key.

Step-by-step reproduction instructions

1. Open modal window (ex. Welcome Guide or Keyboard Shortcuts)
2. Click on the address bar (Keep modal window open)
3. Navigate using Tab
4. Issue: You are not able to focus on modal window any more
