Steps to reproduce:

• create empty folder, create empty plugins folder, copy twentytwentythree into themes folder
• launch WordPress server, confirm its running in wp-content mode
• navigate to WordPress dashboard/ Media/ Add New/ Select Files, select a file and click Open

Expected behavior:
File added to media library

Observed behavior:
Error message: "Unable to create directory wp-content/uploads/2023/10. Is its parent directory writable by the server?"
