This PR updates Go to
1.21so we can begin updating dependencies likego-git/go-gitto their latest version. To keep the PR small, I kept the/vendorfolder around. It can removed as a separate PR.Validation Steps
go mod tidyandgo mod vendorafter updating the versionscript/bootstrap,script/build, andscript/testscript/lintand fixed all reported errors due to the upgrade. The errors were minor and did not affect any logic.
