Our primer css is on an old version and our sass is using many deprecated features that are going away in a future version of the sass compiler.

This task is to update primer to the latest version and fix our sass to use the new style functions and imports.

Success criteria: the site looks exactly as it did before and the build no longer gives deprecation warnings
