问题：环境变量中配置新的账号登录密码无效
排查：DefaultCatPropertyProvider 取到的配置没有使用直接返回了 defaultValue
解决：DefaultCatPropertyProvider 判断是否取到配置，取到则返回配置的值，未取到则返回默认值
