The standard explicitly allows falling back to 'forward' if 'none' is not
supported on the platform.

Make css-multicol/multicol-nested-column-rule-001.xht narrower.

Allows for narrower windows without causing scrollbar issues. Blink uses
800px when running layout tests.

TransformStream: Extra tests for highWaterMark

Since whatwg/streams#857 the TransformStream
constructor no longer delegates checking and canonicalisation of
highWaterMark to ReadableStream and WritableStream. Add tests that
verify that highWaterMark is converted to a number and not permitted to
be invalid.

Remove css-multicol/multicol-inherit-004.xht test.

It's obsoleted by multicol-nested-column-rule-001.xht, according to that
test.

Fire load event for link modulepreload with non-fetch errors

According to the spec comment, load events (instead of error events)
should be fired for modules with non-fetch errors such as parse errors.
