Adds Nokogiri uninitialized-wrapper source PR, merge commit, fixed release, and RubyGems references for GHSA-9cv2-cfxc-v4v2.
The source references point to the v1.19.x merge that adds null-data-pointer guards for uninitialized wrapper objects and the v1.19.4 release that contains the fix.
