[bug]: Greeting message uses incorrect timezone instead of user’s local timezone #8580

Current behavior

The application determines the greeting message based on a fixed or server timezone rather than the user’s local timezone. This results in incorrect greetings for users in different countries.

Example
A user in India (IST) sees “Good morning” at 19:44 IST, which should be “Good evening”.
At the same time, a user in the United States (EST/PST) may see a different greeting that does not match their local time.

Actual Result
The greeting message does not align with the user’s local time and country.

Expected Result
The greeting message should be calculated based on the user’s local timezone, ensuring accurate greetings for users in different regions (e.g., India, US).
