Overview
Upgrades development tooling and test/build dependencies in package.json, including Playwright, React/ReactDOM typings, Prettier, dotenv, oxlint, and tsdown.

Regenerates package-lock.json to reflect the new versions and updated transitive dependencies (notably rolldown moving to rc and oxlint switching to new per-platform binding-* optional packages).
