[feature] Force chat blur #278

Why do you think you need this feature

I really wish for force chat blur on nullgram, as of now we can only enable blur on telegram default themes but i need to enable blur on all themes,

Nothing just looks beautiful than the current one

Hope you will add this in coming updates
