pages.list(limit:) counts joined tag rows instead of pages

pages.list applies limit to the page x tag joined rows rather than to pages, so any unfiltered listing silently returns a fraction of the wiki with no error and no truncation marker.

On an instance with 664 pages and 4376 page-tag links (avg 6.59 tags/page):

The count is exactly predicted by the tag prefix sum: the first 37 pages in PATH order carry 206 tag links, and limit:200 returns exactly those 37 pages. limit only returns the full set once it exceeds the total number of tag links (4376).

The tags: filtered path applies limit to pages correctly, so the two code paths disagree.

Expected: limit bounds the number of pages returned, consistently with the filtered path.
