UI clean-ups fixes #32 and #30

* Move the 3 OD lists into splitter windows, with each title and list contained with in a TableLayOut ControlExtensions
* rearrange Index parameters to use less height for small screens
* ensure tab windows and user controls all dock fill to correctly auto size
