Changes

• See Standalone `.astro` file usage roadmap#1378
• Introduces a new vite-plugin-astro packages that takes care of transforming .astro files. I chose not to put it under the @astrojs scope to match similar plugins such as vite-plugin-react
• Updates the @astrojs/internal-helpers to expose shared Vite utils between the new package and astro
• Updates astro to consume the 2 new packages
• Made with the help of Claude Code

Testing

Everything should still pass. Tested in web-runes/vite-deploy#47 it works (but obviously the runtime and types are missing).
