Adds a new wp i18n update-po command that works similarly to msgmerge

@swissspidy; @schlessera: With the new PHP-Blade support, theme.json related fixes and now the update-po command,
wouldn't it be a great time for a new release of wp i18n? Currently I use the wp i18n directly from GitHub, but installing and using it as-is from official release would make things much easier.

Once all these lingering PRs are merged there will be another release.
