…stries#39690) This PR fixes an issue where scrollbars would overagressively capture some events, which could lead to clicks being lost in the process. Also improves how hovering of the parent is detected to lead to less false positives. Release Notes: - Fixed a rare issue where scrollbars would react to and capture events they should not react to.
