The Sub-Committee on Non-Profit Organisations Sector (SCONPO) convened the National Symposium of Non-Profit Organisations 2026 on 30 September 2026 in Kuala Lumpur, bringing together regulators, government agencies and key stakeholders to strengthen cooperation and enhance governance within Malaysia’s non-profit organisation (NPO) sector. The Symposium was officiated by YB Tuan Liew Chin Tong, Deputy Minister of Finance of Malaysia, in the presence of Mr Affendi Rashdi, Director General of Labuan Financial Services Authority (Labuan FSA) and Mr Syahrul Imran Mahadzir, Deputy Director General of Labuan FSA and Chairman of SCONPO. Representatives from SCONPO member agencies comprising from SCONPO member agencies comprising Labuan FSA, the Registrar of Societies Malaysia (ROS), the Companies Commission of Malaysia (SSM), and the Legal Affairs Division of the Prime Minister’s Department (BHEUU) were also present. We are pleased to share the successful conclusion of the 2-day technical workshop on “Exploring a Potential Awqaf Free Zone (AFZ) Pilot in Labuan”. The high-level session was jointly organized by the Labuan Financial Services Authority (Labuan FSA) and the Islamic Development Bank Institute (IsDBI), in strategic partnership with Inclusive Resource Management (IRM). We were privileged to have the active participation of Professor Emeritus Dato’ Dr. Mohd Azmi Omar, CEO of INCEIF University, alongside prominent Islamic finance experts and industry stakeholders. The intensive workshop focused on evaluating the strategic implementation of an AFZ pilot within the Labuan International Business and Financial Centre (Labuan IBFC). This marks the second time Labuan FSA has received this prestigious recognition, following its first win in 2024. The award was presented at the GIFA Awards Ceremony held on 8 September 2026 at the Sheraton Grand London Park Lane, London, and was received by Mr Ja’afar Rihan on behalf of Labuan FSA. Labuan IBFC Advances 11 Positions to Rank 44th Globally in GFCI 40 We are pleased to share a significant milestone for Malaysia's financial ecosystem. Labuan International Business and Financial Centre (Labuan IBFC) has advanced 11 places to rank 44th globally in the latest Global Financial Centres Index 40 (GFCI). Out of 117 international financial centres assessed, this structural breakthrough positions Labuan IBFC firmly within the world's top 45 financial hubs. This milestone completes a continuous upward trajectory climbing steadily from 60th to 55th, and now to 44th over three consecutive index editions. The cumulative 16-place leap is a testament to our growing international recognition, deepening regulatory maturity, and robust standing in the global financial landscape.
