Since Logiq was founded in 2018, we’ve grown from a small cyber security consultancy into a team of more than 235 people, working across some of the UK’s most complex and sensitive environments. We’ve helped reshape cyber delivery across Defence, government and other regulated sectors. We’ve built and grown the DISX family of secure solutions, played a leading role in the delivery of Secure by Design, expanded our capabilities across cyber and technology, and built a business trusted to support organisations where security is everything. There have been some significant milestones along the way. These attacks can exploit the physical properties of a device executing code—rather than weaknesses in the mathematical design of the algorithm itself—perfect absolute immunity is generally considered very difficult to achieve.Raj Chanian shared thisWhen Can Something Be Called Quantum Safe? A few months ago I argued that "crypto-agile" has the same definitional problem as "Quantum Safe". Both are being used as if they were properties of an algorithm. Neither can be. I have written up the quantum safe side of that argument properly. The short version: an algorithm has no side channel, no RNG, no key store, and no protocol context. Every property that determines whether a real system resists a quantum adversary belongs to an implementation, not to the specification of ML-KEM or ML-DSA. The claim composes across four layers, algorithms, protocols, products, and services, and one classical dependency anywhere in the chain breaks the whole. The consequence for procurement, certification, and supervisory reporting is direct. A datasheet naming ML-KEM tells you nothing about quantum safety in deployment. A defensible claim names the layer, the dependency chain that supports it, and the evidence for each link. Timeline Implication: National timelines urgency is headlined. High-value assets must implement post-quantum key establishment by the end of 2030, and digital signatures by the end of 2031. Review inventory of Crown Jewels by September 2026 and submit plan to National Director 2. Accountability Implication: Agencies have 30 days to appoint a dedicated PQC migration lead reporting to the CIO, centralizing sole accountability for budgets, inventory, and roadmaps. 3. Asset Inventory Implication: Organizations must deploy automated discovery tools within 270 days to generate machine-readable Cryptographic Bills of Materials (CBOMs) across all software and hardware. 4. Procurement Implication: The FAR Council will enforce rules requiring all federal contractors to fully comply with NIST post-quantum standards by the end of 2030. 5. Vulnerability Disclosures Implication: Within 270 days, contractor vulnerability disclosure programs must treat legacy algorithms, weak encryption, and cryptographic flaws as active security vulnerabilities. 6. Confidentiality Implication: To combat "Harvest Now, Decrypt Later" threats, planners must prioritize transport security and data-at-rest encryption over signature validation. 7. This EO was initially announced as EO014409. There is an immense amount of noise surrounding the newly issued Executive Order 14412, "Securing the Nation Against Advanced Cryptographic Attacks." commentators treat it as a sudden wake-up call that magically creates a PQC migration strategy out of thin air. Before making that claim, look at what already existed. Federal policy did not start on 22 June 2026. Agencies have been operating under rigid PQC legal and regulatory frameworks for years: The Quantum Computing Cybersecurity Preparedness Act (Dec 2022): Actual statutory law (Public Law 117-260) passed by Congress, legally mandating agency-wide cryptographic inventories and migration planning. National Security Memorandum 10 (NSM-10) (May 2022): Formally established the federal quantum migration program and the initial 2035 transition roadmap. OMB Memorandum M-23-02 (November 2022): Mandated cryptographic inventories, High Value Asset (HVA) prioritization, and annual reporting. Active Agency Procurement Rules (2025): Individual agencies had already written PQC directly into their acquisition rules. For example, the USDA updated its Agriculture Acquisition Regulation (AGAR) to require PQC for specific tech purchases, while the DoD CIO issued hard directives mandating cryptographic audits across military systems. CISA & NIST Frameworks (Early 2026): CISA published formal registries defining specific product categories requiring PQC readiness. Comparing the EO to the Facts When you compare the new directive to the facts, it becomes clear that the EO doesn’t suddenly invent PQC migration. It consolidates, centralizes, and reinforces a multi-year program that was already deeply codified in federal rules. The major delta here is operational "teeth." It converts existing planning horizons into explicit executive deadlines and procurement obligations- specifically, December 31, 2030, for key establishment and December 31, 2031, for digital signatures - while weaponizing the broader supply chain by tasking the FAR Council to execute a top-down rewrite of the master procurement rulebook. Yes we are of course happy with this but it adds little if any value to the actual technical engineering required on the ground. Shifting a deadline on paper doesn't magically discover hardcoded RSA keys embedded in legacy enterprise code, nor does it automatically produce a machine-readable Cryptographic Bill of Materials (CBOM). The Real Question The real question is not whether the dates changed. The real question is why so many commercial organizations outside of government are still treating PQC as a distant, future problem when federal rules and laws moved years ago. Topology is a major branch of mathematics that studies properties of geometric objects that do not change when the object is continuously stretched, twisted, curved, or bent. Mathematical Definition Often called "rubber-sheet geometry", math topology looks at space without using hard measurements like length or angles.A topological space is a set paired with a collection of subsets (called open sets) that include the whole set, the empty set, and remain closed under finite intersections and arbitrary unions.Two shapes are topologically equivalent (homeomorphic) if one can morph into the other without tearing, gluing, or poking holes. A classic example is that a coffee mug is equivalent to a donut because both share a single hole. Main Subfields in MathematicsGeneral Topology: Studies the basic definitions of topological spaces and continuity. Algebraic Topology: Uses algebraic tools to find structural features like holes in spaces. Differential Topology: Explores smooth shapes and differentiable manifolds. A topological space is a set endowed with a structure, called a topology, which allows defining continuous deformation of subspaces, and, more generally, all kinds of continuity. Euclidean spaces and more generally, metric spaces are examples of topological spaces, as any distance or metric defines a topology. The deformations that are considered in topology are homeomorphisms and homotopies. A property that is invariant under such deformations is a topological property. The following are basic examples of topological properties: the dimension, which allows distinguishing between a line and a surface; compactness, which allows distinguishing between a line and a circle; connectedness, which allows distinguishing a circle from two non-intersecting circles. The ideas underlying topology go back to Gottfried Wilhelm Leibniz, who in the 17th century envisioned the geometria situs and analysis situs. Leonhard Euler's Seven Bridges of Königsberg problem and polyhedron formula are arguably the field's first theorems. The term topology was introduced by Johann Benedict Listing in the 19th century, although, it was not until the first decades of the 20th century that the idea of a topological space was developed. But those signals can be misleading. In my experience, the strongest performers are playing a different game. They make decisions based on where they want to be years from now, not what gets attention this week. They choose the work that builds real skill, invest in relationships early, and trust that the payoff will come later. At first, it may not stand out. They might even look like they're 'lagging' because they're not optimizing for short term wins. But over time, everything they’ve built begins to compound. Raj Chanian liked thisRaj Chanian liked thisA massive thank you to Pieter Schneider of The Ministry of the Interior and Kingdom Relations for The Netherlands, for hosting the Q-PrEP event this week. It was a pleasure to speak not just once, but twice during the event. First sharing a stage with Adrian Neal for a discussion about effective PQC Roadmaps and then sharing a stage with Jeroen Gaiser talking about PQC for operational technology and critical national infrastructure. My key take away for the first talk would be: if you are migrating to quantum safe cryptography, you should view it as organisational change. Amongst other things that means actually ensuring someone is responsible and making it a priority for staff to ensure things actually happen! My key take away for the second is: Operational technology needs to be handled differently to enterprise IT. Especially in safety critical environments. More testing, more nuance, and a richer understanding of the impacts of failure is required to make sensible resourcing choices and deployment decisions. All the talks for the event were superb. It's clear now that this is no longer theory, we need good systems engineering and practical approaches that scale. Raj Chanian reacted on thisRaj Chanian reacted on thisPQC Migration Framework v3.0, the Cryptographic Concentration Framework and the Applied Quantum CBOM Profile are out. Together they cover every question I have been asked running a PQC migration or crypto-agility program. PQCFramework.org CCFramework.org CBOMProfile.org The PQC framework was already the most complete methodology out there. The most important change in v3.0 is the order: crypto-agility is now the method, and the PQC migration is the first exercise of it. Even with AI's help, this was an enormous amount of work. I started this version long before I published v2.1. Three and a half years from the first internal document, most of it spent on programs where I watched the same ending. The migration finishes, the team disperses, and the organization is no better at changing its cryptography than it was before it started. The post-quantum algorithms start from a shorter track record than the ones they replace. Classical cryptanalysis has not stopped, and is now accelerated by AI. The same investment covers a CRQC, weakened standards, AI cryptanalysis, and the ordinary deprecation cycle that retired SHA-1 and 3DES. Only the CRQC has a regulator behind it, so the deadlines and the budget still attach to the PQC migration. You fund the work through the migration and use it to build the agility. What that changes in practice: - Crypto-agility is a funded workstream from Year 1 with a named owner, instead of a principle everyone honors and nobody owns. - "Migrated" now takes four conditions, including a rehearsed algorithm change with rollback. - Every wave rehearses the next change and times it. In the worked example, two thirds of the elapsed time sits in the approval queue. - The program does not close until you have made a second algorithm change, inside a default window of 48 hours to assess and ten business days to change. Earlier editions of the framework have been downloaded more than 20,000 times. This release adds two more documents, and they are separate for a reason. Two questions kept coming up that the migration framework could not answer. Where could one cryptographic defect cross suppliers we believed were independent? And what does the inventory have to record before either can be answered from the data? Steve V. and I wrote one document for each, at v1.0 release candidate, each with its own extensions and supporting material. I kept the CBOM Profile outside both frameworks so neither one owns the data format, which means I can revise a framework without touching it. You can ignore the agility framing and run v3.0 as a one-off migration methodology, if you wish. It works that way as well. I would not do it, however. You end up able to change your cryptography exactly once. All three are free under CC BY 4.0, with six sector extensions and an Apache-2.0 reference implementation.
