In the News

  • Water surrounds homes just east of downtown New Orleans the day after Hurricane Katrina made landfall, in this Aug. 30, 2005 fphoto. Despite a flurry of promises, Congress repeatedly has put off unpopular steps that experts say are necessary to fix the main flood insurance program. Hurricanes Katrina and Rita, back-to-back storms in 2005, shattered any notion the program was self-sustaining, threw the program roughly $20 billion into debt and called attention to its structural flaws. • Leo Betorio (41) and his wife Melanie (36) are crab fishermen who live on Tubabao Island in the Eastern Samar region of the Philippines. Every day, they go out in the late afternoon to set their nets and come back in the early morning light the next day. They have been fishing since they were teenagers, as it has always been their main source of livelihood, but now they also have to feed 5 children. Nowadays their catch is much smaller and even though they have other small sources of livelihood such as a small vegetable garden, they say that sometimes it is hard to feed the whole family. The main cause, according to Leo's experience, is the sharp increase in the number of fishermen competing in the same coastal areas. As a result, the amount of fish and crabs is decreasing because they don't have the time to reproduce at the same rate as in the past.
