Recovery is Stalling for Most Families.

7 in 10 Los Angeles fire survivors are still not home.
Nearly half have taken on new debt while waiting for recovery funds.

After the five major California wildfires before 2025, only 38% of destroyed homes were rebuilt after eight years.

The biggest factor in whether families rebuilt?

Whether insurance and utility funds arrived fully and on time.

Recovery depends not just on resilience, but on whether systems controlling recovery funds actually perform.

That is where EFSN changes the equation.

What Survivors Built Together

The Every Fire Survivor’s Network (EFSN) "connects more than 10,000 survivors and allies across Los Angeles with trusted resources, real-time coordination, and collective accountability to move recovery funds to families.

$100 million in previously stalled insurance payments unlocked. After EFSN shared documented survivor accounts of State Farm misconduct with LA County Supervisor Kathryn Barger, LA County opened its own investigation. The payments moved.

Three landmark insurance reform bills moving through the California Legislature. EFSN collected 1,500+ survivor accounts, then with Consumer Watchdog built SB 877, SB 878, and SB 1301 to expand insurance accountability and availability. The first time survivor experience has driven a statewide insurance reform package of this scale.

Every Eaton and Palisades survivor received a four-year property tax deferment. After six weeks of EFSN-led advocacy in partnership with our four state legislators, Governor Newsom signed relief for all Eaton and Palisades survivors, with no penalties or interest until June 2030.

California's largest-ever proposed insurance fine. The State Farm market conduct exam confirmed 398 violations across just 220 sampled claims. It happened because survivors led by EFSN documented, organized, and demanded accountability.

The nation's first open-data survey of wildfire insurance behaviors by insurer. Built from thousands of survivor experiences. Covering underinsurance, claims outcomes, and customer satisfaction by insurer. (Launching June 2026)

A Proven Track Record

The Money Exists. EFSN Moves It.

Families rebuild when insurance systems, utilities, and institutions deliver funds fully, fairly, and on time.

But too often:

  • claims are delayed or underpaid

  • utility accountability is weakened

  • institutional failures go unaddressed

  • survivors are pushed into debt while waiting for funds already owed to them

This is why EFSN combines survivor support with public accountability.

EFSN operates across these interconnected systems because survivors experience them simultaneously.

Where Survivors Find Strength and Hope

When recovery stretches into years, connection becomes survival.

EFSN is turning survivor connection into recovery, accountability, and a path home.

Gina’s parents lost their home in the Eaton Fire. Here’s what EFSN has meant to their family:

“The EFSN has been so powerful, building bridges for people who are desperate and people who are tired and people who shouldn't have to be fighting for their lives.”

“What gives me hope is that there has been recovery as a direct result of the advocacy being done by this group of people.”

Invest in Recovery

Every $1 invested in EFSN has helped unlock more than $1,000 deposited directly into survivor bank accounts.

Insurance systems, utilities, and institutions together control tens of billions that will determine whether Los Angeles families recover.

EFSN helps those systems work better so families can get home.
