I'm quoted in today's The Telegraph on defence spending. My point: UK Ministry of Defence's main challenge in acquiring digital capability isn't the size of the budget. It's what the budget is structured to buy. MOD buys people and therefore effort, not capability and outcomes. That isn't the fault of the people doing the work. It's the commercial model above them. Consultancies and integrators make money by selling more people, not by putting working software in front of users. The incentives leads to effort not outcomes. Meanwhile a software licence, which can put a proven capability in front of users in weeks, is far harder to get through the system than a contract for a team of contractors. Until we get better at buying software as a product, and write commercial models that pay for capability delivered rather than effort expended, nothing changes. That's the problem we exist to solve at Second Front. Getting the latest software capability to service personnel fast. More money through the same model buys more effort.
