Dr. Peter Pirnejad, ICMA-CM shared thisI came to Switzerland to listen. I ended up covering a lot more ground than I expected, both professionally and literally. Over the past several days, as part of my ICMA Tranter-Leong Fellowship, I traveled across the Lake Geneva region, meeting with leaders working at the intersection of AI, government, science, innovation, institutional autonomy, and public trust. The conversations took me from ETH Zurich and Switzerland’s emerging AI ecosystem, to Trust Valley and Innovaud, to the Canton of Vaud, and finally to GESDA, the Geneva Science and Diplomacy Anticipator, where we discussed how this work might contribute to the broader “Road to Geneva” and the global conversation leading toward the “Geneva AI Summit 2027.” A central idea became clearer with every conversation: Public institutions do not simply need access to AI. They need the capability to use it in ways that preserve institutional autonomy, protect data and knowledge, strengthen rather than diminish human competence, and ensure that public decisions remain accountable to the people and institutions authorized to make them. That is a much bigger challenge than adopting another technology. And because sitting still between meetings is not one of my strengths, I also experienced Switzerland from the saddle. I rode roughly 212 miles around Lake Geneva through cities, vineyards, villages, and lakefront roads. For the finale, I rode approximately 220 miles and 9K of climbing to the Col du Grand-Saint-Bernard and the Swiss-Italian border. There were spectacular views, brutal climbs, questionable navigation, flat tires, and memories I will always cherish. But the rides became part of the listening tour. Moving through the country slowly gives you a different appreciation for Switzerland: the geography, the cantons, the infrastructure, the proximity of communities and institutions, and the extraordinary concentration of science, government, diplomacy, and innovation in such a small place. I leave Switzerland with pages of notes, dozens of new relationships, a much sharper research thesis, invitations to continue the conversation in Geneva, and plans already taking shape for an invitation-only roundtable at Pepperdine University’s Château d’Hauteville this November. Most importantly, I leave with more questions than answers, which is exactly what a listening tour should produce. There is much more work ahead. Dr. Peter Pirnejad, ICMA-CM shared thisToday marked the fourth of eight sessions in our eight-month Santa Clara County Leadership Academy journey. Reaching the halfway point gave me a chance to reflect on just how grateful I am for our 40+ participants who continue to show up ready to learn, challenge themselves, engage with one another, and grow as public-sector leaders. We started the day with an incredible session led by retired City Manager Ed Everett on the value—and practical application—of creativity in the public sector. It was highly interactive, thought-provoking, and a great reminder that solving increasingly complex public problems requires us to challenge assumptions, break familiar patterns, and approach our work with both a creative mind and an innovative spirit. The second half of the day shifted to communication—both written and verbal. Audrey Ramberg , Assistant City Manager for the City of Mountain View, walked the class through what it takes to produce clear, thoughtful, high-quality written reports that help decision-makers understand issues and make informed choices. I had the privilege of closing out the day with a session on public speaking—how to make the point, land the message, and adapt our communication to different audiences. We also heard two incredible career journeys from Ed and Audrey who shared the pivotal experiences, challenges, and lessons that shaped them as leaders. And just as importantly, our participants had more time to talk, collaborate, network, and continue building relationships that I know will extend well beyond this Academy. We just finised our first Applied AI in Local Government: Practical Skills for Public Sector Leaders workshop at Pepperdine University, and the response exceeded my expectations. Sold-out group of local government leaders from across the country Used ChatGPT, Claude, and Gemini. Analyzed real-world government information; created Custom GPTs and lead a Team Hackathon to showcase their new skills. Feedback was incredible: • 4.8 out of 5 overall workshop rating • 9.6 out of 10 likelihood to recommend the program • 100% would recommend the training to a friend or colleague • 100% reported leaving more confident using AI in their work One participant called it “One of the absolute best trainings I’ve ever done.” Another described the experience as a “paradigm shift” in how they think about using AI in their daily work. Dr. Peter Pirnejad, ICMA-CM shared thisThat’s a wrap on an energizing day at the BRIDGES Conference in New York. I had the privilege of moderating one session and serving as a panelist on another—two conversations that approached artificial intelligence in local government from complementary perspectives: how we demonstrate measurable value when AI works, and how we learn, adapt, and rebuild trust when implementation does not go as planned. Our first session, “Provable ROI: Case Studies on Government AI Adoption,” moved beyond the hype to examine where AI is already producing practical results for public agencies. Cities cannot serve the future by avoiding every difficult decision. But innovation without trust becomes vulnerability. Our responsibility as public-sector leaders is not only to make sound technical decisions—it is also to bring residents along through processes that are transparent, accountable, responsive, and worthy of their confidence. Accela is the City’s land use permitting and licensing software. They are one of the industry leaders in the provision of cloud-based productivity and civic engagement solutions for government. On August 23, Accela honored 13 of their most innovative customers as recipients of the Accela Trendsetter Awards during their annual industry conference, Accela Engage. In 2016 the conference, brought together more than 1,000 government leaders, business partners, and thought leaders for training, networking and civic technology inspiration. Palo Alto’s Director of the Development Services Department was recognized by Accela as a “Civic Superhero”, for his positive contribution to civic innovation and better governance. The contribution came in the form of an analytic dashboard that leveraged building permit data to measure service counts, speed of delivery and timeliness. The dashboard has both improved productivity as well as increased transparency into the development review process.

The City of Palo Alto, a long-standing Accela customer, recently signed on for a subscription to Civic Insight, a strategic Accela partner. Civic Insight will help the City of Palo Alto promote economic development throughout the City by providing an increased level of transparency and customer service into the building & construction permitting process in Palo Alto, thereby making it easier to do business with the City. With Civic Insight, residents, developers, and city staff will be able to receive real-time notifications regarding the status of their own permits, as well as understand citywide trends in construction and development throughout Palo Alto.
