The World Just Crossed a Hidden Urban Threshold — And Almost Everyone Missed It I’ve spent most of my career working on cities. It’s rare for a new dataset to force me to rethink the basics. The World Urbanization Prospects 2025 did exactly that. Yes, the familiar headline is that 45 percent of humanity now lives in cities. But the real story is tucked much deeper in the data. 1. We’re far more urban than we think. When you count cities + towns using the UN’s new harmonised method, the share of humanity living in urban settlements jumps from the usual 58 percent to 81 percent. We’ve been planning for a world that no longer exists. 2. Small and mid-sized cities are the real urban frontier. Over two-thirds of the fastest-growing urban settlements have fewer than 250,000 people. These places rarely have planners, cadastral maps or basic engineering teams. Yet they’re absorbing population at megacity speed. 3. Built-up area is expanding twice as fast as population. Per-capita built-up land has risen from 43 to 63 square metres since 1975. This is the silent driver of climate vulnerability: even as cities get denser, the land footprint is exploding, raising emissions and infrastructure costs. 4. Seven countries will shape half of global city growth. India, Nigeria, Pakistan, DRC, Egypt, Bangladesh and Ethiopia will add over 500 million new city dwellers by 2050. Their success or failure will determine global climate outcomes, labour markets and migration trends. 5. Urban decline has gone global. More than 3,000 cities shrank between 2015 and 2025. China and India alone account for half of them. Growth and decline now coexist inside the same countries. 6. The rural world is disappearing — except in Africa. Sub-Saharan Africa is the only region where rural populations are still rising. Even that peaks in the 2040s. Africa’s future is overwhelmingly urban — whether or not policy keeps pace. 7. The old ‘urban–rural’ binary is obsolete. The report’s biggest contribution is conceptual. It shows an urban–rural continuum, with most people now living in in-between zones: towns, semi-dense areas and peri-urban belts. These are the places that shape labour markets, food systems and climate resilience — yet remain invisible in most national budgets and policies. If we get the map wrong, we get the policies wrong. AI, climate extremes, sovereign debt and shifting demographics will all play out on this new urban landscape, especially in thousands of fast-growing towns we barely talk about. The data from this report should be a wake-up call: the future will be built not only in megacities, but in the vast constellation of overlooked settlements where a billion people are quietly reshaping the global economy.

Over the past few weeks I’ve been speaking with investors, developers and operators - and spending time in the data, to sense-check where the urban Living market in England is heading. Here’s my current read on apartments, BTR, PBSA, co-living and mixed-tenure development for 2026: Sentiment vs delivery Investor sentiment feels stronger than developer confidence. Capital is edging back toward stabilised or de-risked Living assets, yet delivery pipelines still look fragile, heavily shaped by planning complexity and regulatory uncertainty. London vs regional cities London continues to offer demand, liquidity and scale, but viability pressure, planning complexity and Gateway 2 timelines slow new starts. Many regional cities feel more “buildable”, though underwriting and due diligence are far more forensic than a few years ago. BTR Still the most consistent institutional narrative, but underwriting is sharper and operational performance matters more than ever. There’s clear interest in mid-market product, although viability remains challenging. Co-living Maturing as a valid part of the BtR sector, yet highly sensitive to location, policy and affordability positioning. Planning interpretation continues to shape momentum. Build-for-sale apartments A more cautious tone overall, particularly where affordability pressures and mortgage sentiment influence absorption risk. PBSA More nuanced than headlines suggest. Liquidity remains for built assets, and many of these are being refurbished. Some markets are seeing softer occupancy or slower lease-up vs peak years. There is a growing debate around demand beyond the projected 2030 peak, and uncertainty around the UK HE sector more generally. It feels like we’re moving from “growth everywhere” to far more granular, city and university-level analysis. Delivery outlook Construction inflation looks calmer than 2024, and contractors seem noticeably more open to pipeline conversations. But programme risk, planning timelines and viability gaps still dominate. Overall, I’m hearing and seeing a market that wants to move forward, but is still navigating structural friction rather than purely cyclical change. The Predictions (Made in January 2023): 🎯 Al Furjan - Predicted 30% growth → Actual: 37% 🎯 Dubai South - Predicted 25% growth → Actual: 31% 🎯 Arjan - Predicted 35% growth → Actual: 38% What Our Data Saw That Humans Missed: Al Furjan: Metro extension completion + new international school cluster + major retail development = perfect storm for family buyers Dubai South: Airport expansion + logistics hub growth + government entity relocations = job creation magnet Arjan: Affordable entry point + infrastructure improvements + social media buzz from young professionals = gentrification catalyst The Validation: Our portfolio allocated 60% more capital to these three neighborhoods. Urbanisation is accelerating across the globe, and Southeast Asia is no exception. With 90 million people expected to move into cities in the ASEAN region by 2030, the pressure on urban infrastructure is growing fast. Yet, traditional financing models are falling short—especially as climate risks intensify and infrastructure needs multiply. The enclosed report explores how sustainable urban development is being funded and financed in five rapidly urbanising Southeast Asian economies: Indonesia, Malaysia, the Philippines, Thailand, and Viet Nam. Drawing on 129 case studies and institutional reviews, it identifies major gaps—and emerging solutions. Key insights include: 🔹 Public finance remains fundamental, but local governments are constrained by limited fiscal authority and dependence on national transfers. In Malaysia and the Philippines, local spending remains under 12% of total public expenditure, far below the OECD average. Revenue autonomy, borrowing power, and FX risk management are central issues. 🔹 Domestic capital markets are underutilised. Most urban development projects rely on foreign currency financing. Less than a quarter of projects involve domestic financial institutions, revealing a need to mobilise local capital and reduce exposure to currency volatility. 🔹 Financing tools are too narrow. While public loans dominate, instruments like infrastructure funds, REITs, and green bonds remain marginal. Only 6 of 129 projects used bonds, and none leveraged REITs. Broader adoption of blended finance, green finance, and risk-sharing mechanisms is essential. 🔹 Planning and legal frameworks must evolve. National Urban Policies (NUPs) are emerging, but fragmented governance, unclear permitting processes, and weak climate integration in spatial plans continue to deter private investment. More streamlined regulation and multi-level coordination are needed. 🔹 Stronger public-private alignment is key. Current investment patterns between the public and private sectors remain misaligned in geography and scope. Incentives like land access, tax benefits, and community infrastructure levies could improve synergy and unlock more impactful, climate-resilient investment. The report highlights a critical message: urban resilience cannot be built on outdated financing models.
