    I am deeply saddened by the devastating flash floods along the Nepal-China border that have claimed so many lives and left hundreds missing. My condolences to the families who have lost loved ones. UN-Habitat stands with the people of Nepal and China as rescue efforts continue.

    Speaking at the Ministerial Dialogue on Drought Resilience, I argued that cities must shift from crisis response to resilience planning, integrating land, water, housing and infrastructure into one plan, so drought risk is anticipated rather than managed as a recurring emergency.
