Advertising authorisation
Advertisers who want to create ads about social issues, elections or politics must complete the authorisation process. Learn how to become authorised.
Social issue, electoral or political advertising
Advertisers can run ads about social issues, elections or politics provided the advertiser complies with all applicable laws and the authorization process required by Meta. Meta may restrict social issue, electoral or political ads. In addition, certain content related to elections is prohibited by our policies and may be removed in specific regions ahead of voting. Note: Some locations (for example, states or countries) have specific laws governing ads about social issues, elections or politics. It's your responsibility, as the advertiser, to comply with all applicable laws when you run these types of ads. Learn more about complying with local laws in your country.
Advertisers who want to create or edit ads about social issues, elections or politics will need to go through the authorization process and place "Paid for by" disclaimers on ads. This includes any person creating, modifying, publishing or pausing ads that reference political figures, political parties or elections (including “get out the vote” campaigns). Then, ads will enter the Ad Library for seven years. This helps provide more transparency for people who see the ad and disclose who is trying to influence them.
Steps to get authorized
Note: These steps happen on the Facebook personal profile account level and apply to any person creating, modifying, publishing or pausing ads about social issues, elections or politics.
- Option 1: You can begin the authorization process by logging into your personal Facebook profile account and then going to facebook.com/ID on desktop or a mobile device.
- Option 2: Complete the authorization process via the Facebook mobile app
- Open the app and press the menu button (☰) on the bottom right.
- Tap Settings & Privacy drop down.
- Tap Settings.
- Tap Personal information.
- Tap Identity confirmation to enter the Hub.
- Tap Confirm Your Identity and follow the instructions to complete the process.
You must be authorized and have Facebook Full Access (Admin) to the Page you intend to create a disclaimer for to run ads about social issues, elections or politics. You must be on a desktop and switched into the Page to create the disclaimer.
- Go into your Page.
- Click Settings & privacy and then click Settings.
- In the left menu, click Page Setup.
- Next to Issue, Electoral or Political Ads, click View.
- Under Create and Manage Disclaimers, click Create button.
- On the Choose a Verification Option window, select the option that best suits your organization and then click Next.
- Go into your Page.
- Click Settings & privacy and then click Settings.
- In the left menu, click Page Setup.
- Next to Issue, Electoral or Political Ads, click View.
- Below Link disclaimers for this Page, click View.
- By default, any ad accounts you're an ad account advertiser or admin on will appear automatically, and you can select the ones that will be used to pay for your Page's ads about social issues, elections or politics. If you need to add additional ad accounts, you'll need to have the numbers associated with each of the ad accounts you'd like to add. Learn how to find your ad account IDs. Once you have your ad account IDs, add them one at a time and click Add. Your ad account information will appear as you add it. In the Enable section, check the box adjacent to each ad account you'd like to use to run ads about social issues, elections or politics. When you're done, click Next.Note: You're only allowed to have one disclaimer for each ad account linked to a specific Page.
To increase transparency about who’s behind a Page, an admin on each Page is required to designate who is responsible for the Page in order to run ads about social issues, elections or politics.
- Go into your Page.
- Click Settings & privacy and then click Settings.
- In the left menu, click Page Setup.
- Next to Page Transparency, click View.
- Under Claim This Page, select your disclaimer and click Assign.
When creating campaigns with these ads in Ads Manager, or boosting a post via your Page or Meta Business Suite, you must select ‘I'm creating a campaign for ads in a Special Ad Category’ and choose ‘Social Issues, Elections or Politics’ at the beginning of your campaign setup. If you do not self-declare that your ads are about ‘Social Issues, Elections or Politics’ before you submit them, your disclaimer will not be attached to the ads, and they will not be approved to run.
The turnaround time for reviewing these ads is up to 72 hours.
The ad authorizations process is one way that we maintain the integrity of ads about social issues, elections and politics on our platforms, and is required for a variety of influential content beyond traditional political campaign rhetoric. We encourage you to begin the authorization process at least two weeks earlier than you plan to begin running ads about social issues, elections and politics.

Our Advertising Standards provide policy detail and guidance on the types of ad content we allow, and the types of ad content we prohibit. When advertisers place an order, each ad is reviewed against our policies. Our Advertising Standards also provide guidance on advertiser behavior that may result in advertising restrictions being placed on a Business Account or its assets (an ad account, Page or user account).
