OfferToSaveLoginsDefault
Sets the default value of signon.rememberSignons without locking it.
Values

falseto not offer to save logins and passwords by default. The user can still change it.
If OfferToSaveLogins is also set, it takes precedence and OfferToSaveLoginsDefault is ignored.
